Many premium WordPress theme companies build their themes on top of a framework. Theme frameworks provide a starting point and common features in order to streamline the process of theme development. Many frameworks are technically themes themselves that support child themes. Some are so flexible that they can be used as a single highly configurable theme themselves, without a child theme. For simplicity, nearly all sellers that use a framework include it with their themes.
